For Immediate Release

Anyone interested in learning about the early Native American history of northeast Michigan is invited to attend a lecture by noted archaeologist Donald Simons at the Rogers City Senior and Community Center on June 14. Simons will explain some of the research projects he has been involved in and will give his views on the archaeological potential of the northern Lower Peninsula of Michigan based on the research record and the environment. He will also be displaying many prehistoric and historic artifacts.

Simons, from Grand Blanc, has been an active member of the Michigan Archaeological Society for 45 years and is currently serving his third term as president of the organization. He has also served as president of the Flint and Saginaw chapters for more than 10 terms.

Simons has directed four major excavations and done many research surveys, in addition to participating in many excavations directed by other archaeologists. He has given over one hundred presentations on those subjects. He has also authored and co-authored a number of reports on his research. The most significant pertain to the Gainey and Butler sites which are, respectively, Michigan’s oldest and largest known prehistoric sites. The Gainey site in Genesee County dates to the Paleo-Indian period, 10,000-11,500 years ago—shortly after the recession of the last glaciers.

In 1996, Simons was the first recipient of the Ira Butterfield Award for “outstanding contributions to Michigan archaeology” from COMA, the organization of Michigan professional archaeologists. He and his wife Phyllis also received an Award of Merit from the Historical Society of Michigan for their work at the Gainey site.

Simons’ visit is being sponsored by the Presque Isle County Historical Museum as part of their ongoing efforts to document the history of Presque Isle County. The presentation will begin at 5:30 p.m. Admission is free. Dinner will also be available at the Center beginning at 4:30 p.m. for a donation of $5 per person.

Mackinac Bands Community Gathering

The sudden change to winter weather did not stop the crowds from attending the Mackinac Bands Anishinabe community gathering at the Inverness Hall in Cheboygan Saturday. After the prayers and special blessing ceremony an Indian taco meal and dessert bar was prepared for those in attendance. A community auction was held with donated items from businesses in the Northern area to raise funds for the tribal efforts to gain Federal recognition to enable continuing support for its many members. A special area was set up by the band's enrollment director to help those with genealogy information, enrollment and historical tribal information.

On February 5th 2010 the Mackinac Bands of Chippewa and Ottawa Indians submitted their constitution for federal recognition /reaffirmation to the federal government. This is the first time in history that this has been achieved. We are meeting on February 11th with Brandon Fewins, an aide to Debbie Stabenow's office to start the process rolling. We want to take our rightful place along side of the other twelve federally recognized tribes in Michigan.

TRADITIONAL WAYS AND ORGANIZED GOVERNMENT MERGE

The tradition of the fall feast was celebrated by the Mackinac Bands of Ottawa and Chippewa Indians. On Sunday, September 20 at 12:00 noon the annual Fall Feast of the MB was held at the Benton Township Hall in Alverno, eight miles south of Cheboygan. It was a beautiful day for a feast and the atmosphere was one of warmth and friendship. As is customary for Native Americans, a circle was formed and an offering of a sample of the food being served was accompanied by a prayer, then placed the offering into the mouth of Grandfather Fire to give thanks for all things.

Although most Indian tribes continue to honor their old traditions, there are new added features of organized Indian tribes, one of which is the adoption of a constitution. The Mackinac Bands announced the readiness of a Constitution soon to be voted on. Another announcement of an election that would take place within a year following the approval of the Constitution requires the formation of an election committee to develop election policies and procedures. Holding an election without rules would be putting the cart before the horse so volunteers are needed in order to push the start button on the entire process. Researching and implementing what works for other tribes would be the first step in a long and tedious process and member input is imperative in order that your voices be heard.

Meetings will be set at times to accommodate the schedules of members whenever possible.

Twenty Michigan groups urge Senate to pass legislation

To safeguard America’s wildlife and natural resources from the negative impacts of global warming...

Michigan – Twenty sportsmen, conservation and outdoor recreation groups from Michigan today joined nearly 600 organizations from across the country in calling on the Senate to pass comprehensive climate and energy legislation that not only reduces greenhouse gas emissions, but also dedicates a significant portion of funding towards helping our wildlife and natural resources that are currently threatened by climate change.

“From providing us with safe drinking water to sustaining our outdoor economy, Michigan’s natural resources keep our communities healthy, our families happy, and our businesses thriving,” said Grenetta Thomassey, Policy Director, Tip of the Mitt Watershed Council. “As a lifelong conservationist, I’m proud to be part of such a diverse coalition of interests rallying around a common cause. Together, we urge the Senate to put us on the right path by dedicating funding from climate change legislation to help safeguard our waters, lands and wildlife for future generations.”

All the groups agree that in order to realistically tackle the existing and forecasted impacts facing our treasured wild places and animals, the Senate will need to dedicate approximately 5% of the total allowances from a climate bill towards safeguarding our natural resources from the negative impacts of climate change. Here in Michigan, Senators Levin and Stabenow are being called on to champion these provisions as climate change legislation moves through the Senate.

Healthy natural systems provide clean water, clean air and protect communities from catastrophic weather-related disasters, ranging from hurricanes to floods to forest fires. In Michigan there are 1.7 million hunters and anglers who spend $3.4 billion annually, which support 46,000 jobs. Outdoor recreation accounts an overall annual contribution of $730 billion to the national economy, supporting 6.5 million jobs.

Local, state and federal agencies, tribes and fish, wildlife and land managers are critically short of funding needed to effectively respond to the combination of the challenges posed by a changing climate.

“The threat of climate change to our natural world is unprecedented,” said Lynne Weaver, Mackinac Bands of Ottawa and Chippewa Indians. “To meet this challenge our local resource managers need new dedicated resources to employ safeguards on a scale never before seen.”

The groups are urging the Senate to develop climate legislation that will establish a national policy framework to begin addressing the impacts of climate change on our natural resources; provide increased scientific capacity, coordination and information sharing; and dedicate 5% of the total allowance value to federal, state and tribal agencies.

"Time is running out for many of America’s most treasured wildlife and landscapes," said Brenda Archambo, National Wildlife Federation outreach consultant. "New and dedicated resources are needed to safeguard wildlife and natural resources from climate change impacts today so future generations of Americans can enjoy a thriving natural heritage tomorrow."

A first-ever kind of event is planned for this year’s Nautical City Festival August 8 in Rogers City. The Mackinac Bands of Ottawa and Chippewa Indians are teaming up with the Presque Isle County Historical Museum to put on the first full-blown powwow to ever be held in northeastern Michigan. Mark Thompson, curator of the museum, said the museum is accustomed to dealing with old traditions, but this takes it to an entirely different level. The original ship Welcome, which will be represented at the festival by way of a replica, was built two years before the Declaration of Independence, but American Indian traditions predate that.

The museum and the Mackinac Bands of Ottawa and Chippewa Indians are proud to present the first full Pow Wow to be held in Northeast Michigan, celebrating the thousands of years that the northern Lake Huron shoreline was home to bands of Native Americans. The Pow Wow will be held on the Lake Huron shore in Lakeside Park. Bring a blanket or lawn chair and join Indians from throughout Michigan and the Province of Ontario for an afternoon of drumming, dancing, singing, and storytelling.

The Pow Wow will begin at 1 p.m. with the arrival by canoe of a company of voyageurs.

I am to my knowledge the only living Rabbits Back Band descendant that was born, raised and continues to live at Rabbits Back. As is tradition I have contacted all other living Rabbits Back descendants that I know of, many of which are my relatives, which is indicative of our communal cultural society, and discussed what is being done and the issues before us. As is tradition I asked if they would agree to have me speak for them as the Rabbits Back Band Headsman which they agreed. At no time did I or have I ever said the number I represent was even close to a thousand. To be exact it is 98 adult (over eighteen) Rabbits Back Band descendants.

This is part of our history and it must be read by the best of our scholars. These issues still exist.

The Mackinac Bands of Ottawa and Chippewa Indians still exist. We are treaty Indians and have exercised our treaty rights , we are federally recognized under the 1820-1836-1855- Treaty Indians 14,650 are on the Sault Ste Marie Tribe of Chippewa Indians rolls. Many more still exist .

We can only state what we know at this time and that is a facet of the the tribal enrollment of the Sault St. Marie tribe of Chippewa Indians, show that the population of the Mackinac Bands are more than the Sault tribe members , within their own tribe. How can this be without being challenged?

Lavarne "Kay" Shampine

60, Cheboygan MI., Kay passed away Saturday, Feb. 21, 2009 at her home.

Kay was born Feb. 7, 1949 in Cheboygan to Alfred and Idalene (Young) Shampine. On Oct. 1, 1988 in Cheboygan, she married Joe Chimner, who has remained her lifelong companion and friend.

Kay graduated from Cheboygan High School in 1968. She worked at Johnsons Motel as a housekeeper and later at Cheboygan Memorial Hospital in house keeping for several years. She was a member of St. James Episcopal Church, the Sault Ste. Marie Tribe of Chippewa Indians and the Childrens Indian Cultural Group in Cheboygan.

Kay enjoyed Indian arts and crafts, bird watching, picking wild flowers andgoing to the casino with Joe and her friend Charlene. She loved and enjoyed spending time with her family and friends and there was always a party and fun to be had at grandmas house. Kay loved animals, especially her dogs, Zeplin and Scooby and her cats, Callie Sue and Sally Ann.

Survivors include her three children, Maryann (Kurt) Beard of Cheboygan, Sherry Ormsbee of Indian River and Albert Stellman of Cheboygan; sixbrothers, Jack Shampine of Grand Island, Fla., Gilbert Shampine of Georgia,Paul (Dawn) Shampine of Lapeer, Timothy (Donna) Shampine of Davison,Mitchell (Sandy) Shampine of Linden and Henry Cantile (friend Becky LaTocha)of Carp Lake; one sister, Lamae (John) Satarino of Milan; fivegrandchildren, Nicholas Beard, Rachel Beard, Autumn Beard, Dalton Ormsbeeand Alaina Ormsbee; aunts and uncles, Harold (Aurlie) McLouth of Davison and Charles (Joyce) Krawczewski of Cheboygan; her companion Joe Chimner of Cheboygan; and many nieces and nephews.

Kay was preceded in death by her parents and two brothers, Fred Shampine andRaymond Shampine in infancy. A memorial service will be held on Wednesday, Feb.25, 2009 at 3 p.m. at St.James Episcopal Church, with Chaplain John Wallace officiating. Visitation with the family will be held one hour prior to the service at the church.Memorial contributions in Kays name may be directed to the Childrens Indian Culture Group. Building Strong Sovereign Nations at Turtle Creek

We are pleased to announce the Mackinac Bands will be attending the Conference representing all of the Mackinac Bands of Ottawa and Chippewa Indians.

Feb. 4 & 5, 2009

EAST LANSING, Mich. — Tribal leaders from 11 of the 12 federally recognized tribes in Michigan will attend the first Building Strong Sovereign Nations (BSSN) Conference, Feb. 4-5 at Turtle Creek Casino & Hotel, in Williamsburg, Mich. It is the first tribal governance training of its kind that will be held on Indian land in conjunction with a university. Participants will come from tribal communities located across the upper and lower peninsulas.

“We are thrilled at the broad intertribal interest,” says Aaron Payment, American Indian liaison for Michigan State University (MSU) Extension. “This initiative is just the first step. We plan to work even more closely with tribes to identify additional training and to bring this training to them.”The conference will provide training on strengthening tribal governance and access to resources available to tribal leaders through MSU Extension, the MSU Native American Institute and the MSU Indigenous Law and Policy Center.

Sessions will include a look at the reemergence of tribal governance, tribal council roles and responsibilities, fiscal management in Indian country, conducting effective meetings and government-to-government relationships, and a workshop on identifying future tribal training needs. The conference has captured the attention of the National Congress of American Indians (NCAI), which is sending a representative to attend in support of the organizers’ efforts. Established in 1944, one year before the United Nations, the NCAI serves a similar purpose for American Indians, defending sovereignty and advocating for better government-to-government relations. The conference is the result of an ongoing project between tribal leaders and MSU Extension county directors to identify and meet tribal government educational needs. As a land-grant institution, MSU has for years provided training for government officials through programs such as Citizen Planner, New County Commissioner Training and the Michigan Political Leadership Program.

The conference will begin at 7 a.m. on both days and will conclude at 3:30 p.m. Feb. 5.

Native American Children's Christmas Party

Cheboygan, MI December 13, 2008.

2008 Native American Children's Christmas Party was held at the middle school gym.

The party was sponsored by the board of directors of the Mackinac Bands of Ottawa and Chippewa Indians. A luncheon of sloppy joes, potato chips, vegetable tray, homemade cookies and soft drinks was served.

The children listened entranced, to the stories by storyteller Doug Kelly. Santa gave out gifts to each child, along with donated Beanie Babies. The children enjoyed playing with their new toys while the adults visited. Everyone attending enjoyed the afternoon.

CHEBOYGAN, MI –
Members and Directors of the Mackinac Bands will be circulating throughout the eastern Northern Michigan communities for the purpose of obtaining donations and volunteers to provide a Christmas party for our needy children.

This year will be one of the most difficult times for many families with high gas prices having an impact on every aspect of our lives. The economy is at the lowest level that many of us have ever experienced. Jobs are at a premium; even those that pay only minimum wage are hard to come by.

There are so many of us that have much to share with those that have little or nothing. Imagine what it would be like to wonder what you will feed your children for dinner when the cupboard is bare. How do you explain to a child that Santa Claus is broke this year and had to lay off all the elves? No matter how little you can do, it is better than nothing at all.

What can you give up to provide a small toy or a pair of mittens to a child? Can you forego your favorite lunch at a fast food restaurant just once? How about one less twelve pack of your favorite beverage and do you really need that pizza delivery? How many new items of clothing did you purchase this year and how many more do you plan to buy before Christmas? Can you make one purchase for a child that would sure love a new pair of pajamas? Have any sewing talents? How about those simple to make fleece blankets that any child would love to wrap up in and keep warm this winter.

SAULT STE. MARIE TRIBE OF CHIPPEWA INDIANS
Secretarial election results certified by Department of Interior

SAULT STE. MARIE, MI - The election results from the recent secretarial election pertaining to candidate eligibility were officially approved by the U.S. Department of Interior.
The Sault Tribe received notice in a letter dated June 11, from the regional director of the Bureau of Indian Affairs (BIA) detailing three election challenges that were ruled unjustified and/or were not submitted accordingly under federal regulations.
Subsequently, the results of the secretarial election were then approved and validated by the Department of the Interior. Now that the final step in the amendment process is completed, the Sault Tribe now has the ability to officially include the amendment into a new published constitution.
According to a letter from Terrance Virden, director of the Midwest Regional BIA Office:

"The first challenge (submitted by William Bouschor) was to the sufficiency of the number of votes cast. However, the individual was not a qualified voter because he had not registered to vote." The challenge by Bouschor was further dismissed.

Virden added: “The second challenge (submitted by Joanne Carr) asserted that only members living in the tribe’s seven-county service area should have been allowed to vote in the election. The second challenge was not supported by the regulations or the Constitution or any other substantiating evidence and was denied.

”The regional director further stated: "The final challenge (submitted by Betty Freiheit) asserted that individuals who are not properly enrolled tribal members were allowed to register for the election. However, no written challenges were presented to the election board for a determination of the eligibility of any of the registrants and no supporting documentation was submitted in furtherance of the assertion requesting that the election be invalidated. It was also noted that membership questions are internal tribal matters and inappropriate for review by the Bureau of Indian Affairs. Accordingly, the third challenge was denied.”

Another challenge submitted by Sault Tribe member Mary Locke questioning whether or not the 30 percent voter turn-out requirement was met, was dismissed because Ms. Locke did not register to vote in the secretarial election and under federal regulations cannot contest the election results. The complaint was also found to have no merit.

After receiving the final results of the election challenges, Chairperson Aaron Payment stated: “The regional director interpreted that all members, regardless of their band of origin, and regardless of where they live, have a right as citizens of our tribe to exercise one of our most important rights - the right to vote.”

Currently, tribe members residing outside of the service area including Mackinac Band descendants are eligible to vote in tribal elections.

A recent population study shows that 62.3 percent of tribe members live outside of the service area.
Unit I Representative Todd Gravelle drafted the legislation, which initiated the Sault Tribe’s first Constitutional amendment in the Tribe’s 30-year history. Gravelle state: “When I first ran for office, my platform was based upon constitutional reform for the benefit of our people. As the author and sponsor of this amendment, I am humbled by the overwhelming approval of this amendment by our members.
This is just one reform of many that are needed. We also need to adopt the new constitution the membership is currently working on, to further address other governmental reforms that are desperately needed, which includes a detailed bill of rights, a separation of powers providing for a true check and balance, an independent judiciary, and broader representation for our members.” Approximately 86 percent of tribe members’ casting votes in the secretarial election approved eliminating a board members’ right to serve as both an elected official and tribal employee at the same time.
Amendment I of the Sault Tribe’s constitution shall read: “Any person elected or appointed to a position on the board, who is either an employee or independent contractor of the tribe shall voluntarily resign his or her employment position and/or surrender any rights under any contract with the tribe prior to assuming the duties of office or taking the oath of office. Failure to voluntarily resign and/or terminate the contractual relationship with the tribe shall bar the elected or appointed individual from assuming the duties of office or taking the oath of office.”

Visual Communications Company offers ‘identity by design’

SAULT STE. MARIE, Mich. – An Anishinaabek-owned company, NDNSkins.com, strives to provide visual communications from an American Indian perspective. Owner Nathan Wright said his company’s philosophy is “identity by design,” providing visual communications through clothing; Web site design, development and maintenance; and video production.

NDNSkins began in 2005 when Wright ran across an old logo of a thunderbird his father had created. He had the logo screen printed on a T-shirt and has now expanded to four designs with his T-shirts being sold at local pow wows and by distributors, including Kewadin Casino gift shops throughout Michigan’s Upper Peninsula. His previous merchandising experience dates back to the mid-’90s, when he sold rock and roll posters, T-shirts and other memorabilia.

Wright traces his Anishinaabek ancestry to the Sault Tribe of Chippewa Indians, Grand Island, Lac Courte Oreilles, Michilmackinong, Manitoulin Island, Grand River, Michipicoten and Batchewana First Nations. His father, Mike Wright, was an American Indian activist who participated in the BIA takeover in Washington, D.C., in the early 1970s; and his great-great-grandfather was Chief Gogiosh, who resided on Whitefish Island in St. Marys River until his forced removal in the early 1900s.

“I focus a lot of attention on American Indian people and culture because that is who I am,” he said. “We are visual people; we communicate visually. My company aims to provide businesses, tribal governments and individuals with a media production company that communicates who we are as American Indians.

Mackinac Bands Fall Feast

Good Times at the Mackinac Bands Fall Feast.
Sunday, September 21st, turned out to be the perfect day for a fall feast held at Aloha State Park in Cheboygan, MI.
The weather was perfect for the event with sunny skies and comfortably warm temperatures.
There was enough food to feed a tribe and good conversation and happy faces were all around. With the 100 or so in attendance, it seemed more like a family reunion even though there were many that I had never met before.
The Mackinac Bands were gifted with their flag made by one of the newest board members and enrollment numbers increased as many new applications were filled out. Members will receive their Plastic Id card with their picture and tribal member number just as fast as they can be verfied and produced. If you are interested in enrolling as a member of the Mackinac Bands, click on the link Mackinacbands.org and enter your information under enrollment.

The Mackinac Bands of Chippewa and Ottawa Indians Annual Fall Feast will take place Sunday, September 21, at noon at the Aloha State Park on Mullett Lake near 75 off of 33 in Cheboygan. It is open to the public.

Genealogy, membership and history will be discussed. Participants are asked to bring a dish to pass and their own table service; meat will be provided.
